Bylaw 3200 - Official Community Plan Bylaw
Council adopted Bylaw 3200 Official Community Plan Bylaw which includes new land uses and guiding policies to ensure Langley City’s growth is shaped around new investments in rapid transit, highly connected neighbourhoods, affordable and diverse housing for all generations, job creation, public gathering spaces, a vibrant downtown core, and environmental sustainability to fight climate change.
Bylaw 3017 - Zoning Amendment (RZ 02-17) and Development Permit No. 02-17 (5406, 5418-5420 198 Street and 19829-19831 54 Avenue)
Council adopted Zoning Bylaw amendment No. 3017 and approved issuance of a development permit that will allow construction of a 4-storey, 62 unit condominium apartment development at 5406, 5418-5420 198 Street and 19829-19831 54 Avenue.
Environmental Task Group Recommendation
Council directed staff to implement an educational signage program for the various tree species at Portage Park to be funded up to $10,000 from the community amenity charge fund as part of the 2022 capital budget.
Municipal Security Issuing Resolution
Council approved borrowing from the Municipal Finance Authority of British Columbia, as part of the 2022 Spring Borrowing Session, $7.5 million as authorized through the Property Acquisition Loan Authorization Bylaw 2021, No. 3145 and that the Metro Vancouver Regional District be requested to consent to the City's borrowing over a 15 year term and include the borrowing in their Security Issuing Bylaw.
Council passed the following resolution:
THAT in the 2022 capital budget, staff include a line item for creating a below-market rate rental policy to be applied when older purpose-built rental buildings undergo redevelopment;
THAT staff investigate, as part of the policy development, requiring a prescribed percentage of new rental units to have below-market rental rates, secured through a housing agreement, on the site of older purpose-built rental buildings that are
THAT staff investigate, as part of the policy development, opportunities to rehouse people displaced due to the redevelopment of older purpose-built rental buildings within their existing neighbourhood.
Options Community Services-Provincial Crisis Lines in Jeopardy
Council directed staff to forward correspondence to the Minister of Mental Health and Addictions and the Minister of Health expressing concern with its intention of putting crisis line services in BC to competitive bid process as it may negatively impact the network of crisis centres that has been established over time which share expertise, practices, problem-solving and most importantly back-up to ensure callers always receive services when they reach out.
