Responsible Drinking in Parks Pilot Program

Beginning July 1, 2022, responsible alcohol consumption is permitted in specific areas at 3 parks as a pilot project that will run until September 30, 2022. The designated park areas are “first-come, first-serve” sites. Previous to this, alcohol consumption was not permitted in parks without an event permit and licence.

Adults may consume alcohol safely and responsibly from 1:00 pm to 8:00 pm, on Fridays and Saturdays, and from 1:00 pm to 6:00 pm Sundays at designated picnic sites with posted signage permitting consumption. Alcohol consumption is still not permitted in areas in those parks that are not part of the pilot project. The only exception is for activities that have a festival and event licence.

Our City’s parks are extremely valuable to each and every resident. Please respect the peace of others around you, ensure you leave the site in good condition and drink responsibly. How do non-bookable sites work and how many allow alcohol consumption?
Sites are first-come, first-served.  Specific areas in 3 parks have been identified for alcohol consumption on Fridays and Saturdays from 1:00 pm to 8:00 pm only. 

How big are the sites? How many people can use them?
There is a wide range in the capacity of each site. Regardless of picnic site size, park users must still adhere to COVID-19 gathering size limits.

Why are only certain areas in the parks part of the pilot and not the whole park?
Certain areas in 3 parks were selected for the pilot due to the existing presence of enforcement and operational teams, which allows the pilot to be managed within existing budgets.

How do I report issues related to alcohol consumption in parks (such as consumption at non-designated picnic sites, consumption during non-designated days and times, underage drinking, and excessive noise)?
For violations to City of Langley bylaws, please call 604-514-2940. For criminal matters, please contact the Langley RCMP at 604-532-3200 (non-emergency complaint line) or if an emergency, call 911. 

How will rules and issues related to alcohol consumption be enforced by bylaw officers?
Langley City’s enforcement officers will focus on addressing behavioural concerns such as the protection of parkland, fire prevention and ensuring patrons are not disturbing the peace or enjoyment of other persons using the parkland space. Officers will also ensure patrons are not interfering with the exclusive use of any area granted to another person or group and ensure that alcohol is being consumed in a manner that is in accordance with the City of Langley bylaws.

What will be the approach if repeat issues arise at a site or park?
Bylaw Officers will track and monitor all complaints and calls for service. These will be reviewed on an ongoing basis. 

How do I report issues of broken glass and litter at these sites?
Please call 604.514.2940 or fill out a Service Request, and it will be resolved during normal business hours: Monday - Friday 8:30 am - 4:30 pm.

How can I submit my feedback on the pilot throughout the summer?
You can submit feedback on the pilot by completing the survey. The survey starts on Friday, July 1 at 1:00 pm until the end of the day on September 30, 2022.
