Development Cost Charges (DCC) Update

The City of Langley is in the process of updating its Development Cost Charges (DCC) Bylaw. DCCs are fees collected from developers to help finance the cost of growth-related infrastructure and parks.

According to Section 559 of the Local Government Act, a municipality can establish DCCs, which are fees imposed on new development to assist in funding transportation, drainage, water, and sanitary infrastructure, as well as parkland acquisition and development.

The City has been collecting DCCs on development since 2002. DCCs are collected on all development projects that place a new capital cost burden on the municipality.

DCCs are collected at the time of subdivision or when a building permit is issued.

The City of Langley hosted a virtual information session on Thursday, August 10, 2023, for the development community on the proposed updates to the Development Cost Charge (DCC) rates. This session included a presentation on the proposed program followed by a question and answer period.
