Langley City’s Strategic Plan: Building Our Future Together 

What is a Strategic Plan?

The 2026-2031 Strategic Plan is Langley City’s roadmap for making decisions and setting priorities over the next five years. 

Since this is a “rolling” five-year plan, it means we update it every year to keep it relevant. Future funding decisions will be based on community feedback and careful analysis to make sure we’re meeting the needs of residents.

This plan builds on our previous work and continues our commitment to the “Nexus of Community” vision and was endorsed by City Council at the July 7, 2025 Regular Council Meeting.  

Top Priorities for 2026

The Strategic Plan focuses on three main areas, with five top priorities for 2026. These priorities were chosen by reviewing progress on the previous plan and listening to staff and council about new challenges and opportunities. 

1. Cultivate an Inclusive Community
We’re working with partners to provide a range of housing, safe streets, amenities, and ways to get around. We welcome newcomers and celebrate our roots by:

Develop 20411 Fraser Highway 

  • Partner with a developer to build a mixed-use building with both market and affordable homes near the future SkyTrain station. 
  • Secure funding, develop a business case, and finalize a purchase agreement with the current property owner. 
  • Aim to create a walkable, transit-oriented hub that supports the Nexus of Community vision, with completion expected by March 2026.

    Create a Standards of Maintenance Bylaw (for building upkeep) 
  • Create a bylaw to require property owners to maintain buildings to certain standards, improving safety and quality for tenants. 
  • Prepare an action plan and timeline for Council review. 
  • Timing for implementation will be confirmed after Council review. 

    Update the Tenant Relocation Plans Policy (CO-84) 

  • Review and update the Tenant Relocation Plans Policy to better protect residents and businesses during redevelopment and address rental affordability challenges. 
  • Research options, draft policy changes, and consult with council and the development community. 
  • Finalize and implement the updated policy, with completion anticipated in 2026. 

2. Provide Reliable Municipal Infrastructure 

We’re committed to maintaining and improving essential services like water, sewer, and transportation by: 

Developing an Amenity Cost Charges (ACC) Bylaw 

  • Develop a new bylaw to use Amenity Cost Charges (ACC) for funding municipal amenities and public realm improvements, replacing the previous Community Amenity Contributions (CACs). 
  • Test rate options, review inclusionary zoning, draft the bylaw, and seek Council and legal approval. 
  • Aim for a fair, transparent approach to funding amenities for a complete, connected, and welcoming community, with completion expected in Q3 2026. 

3. Achieve Organizational Excellence 

We’re taking action to support our staff through training, recruitment, and retention by: 

Developing a Long-Term Staffing Plan 

  • Prepare a long-term staffing plan to address retirements, growth, and increased community engagement needs. 
  • Request budget, retain external support, and assess staffing needs after provincial decisions on shared services. 
  • Draft and review the plan with Council, aiming for completion in Q2 2026.
