Emergency Support Services (ESS) Volunteer Responders

Emergency Support Services (ESS) is a provincial emergency response program that provides short-term assistance to Langley City evacuees following an emergency event as such as fire, flood, earthquake, and other natural disasters. This assistance may include food, clothing, lodging, emotional support, and other essential services aimed to help evacuees.

In Langley City, ESS planning and response is organized and actioned by the Langley City Emergency Program, (LCEP) with the support of the program’s community partners (ESS Suppliers) and LCEP’s Volunteer Responder pool.  

All LCEP ESS Volunteer Responders are onboarded to assist in Level 2 response, meaning they are trained to respond to Level 2 activations (more than 12 evacuees) where a local Reception Centre is required.

What is a Reception Centre?  

A Reception Centre is a facility where ESS services can be provided to community members who require post-disaster assistance following an emergency event. The location of these centres is made known as they become available.

LCEP ESS Volunteer Responder Designations

While ESS Volunteer Responders are always Level 2 responders, there are opportunities to take additional specialized education and training to earn program designations, equipping them with the expertise and skills needed to handle more complex situations. By earning these designations, volunteers can better serve the community, stepping into specialized roles where their advanced knowledge and training allow them to respond more effectively, offer targeted support, and address specific needs with greater confidence and competence. 

ESS Volunteer Responder Requirements

  • Must be 19 years or older;
  • Hold a Class 5 Driver’s License;
  • Provide a Police Information Check through the Langley RCMP;
  • Be in good physical and mental health: our volunteers are considered “first responders” who need to be fit for duty;
  • Can effectively communicate written and orally with City staff and the public;
  • Be comfortable using digital devices (i.e. radios, tablets, laptops, mobile phones);
