Development Costs

Development Cost Charges are used to fund specific capital works projects as well as for the acquisition and improvement of parkland. There are two different Development Cost Charges applicable in the City of Langley: charges for water, sewer, drainage, roads and parks pursuant to the City of Langley's "Development Cost Charge Bylaw, 2002, No. 2482" and, charges for sewer pursuant to the Greater Vancouver Sewerage and Drainage District Act. Development Cost Charges (DCC) Update

The City of Langley is in the process of updating its Development Cost Charges (DCC) Bylaw. DCCs are fees collected from developers to help finance the cost of growth-related infrastructure and parks.

According to Section 559 of the Local Government Act, a municipality can establish DCCs, which are fees imposed on new development to assist in funding transportation, drainage, water, and sanitary infrastructure, as well as parkland acquisition and development.

The City has been collecting DCCs on development since 2002. DCCs are collected on all development projects that place a new capital cost burden on the municipality.

DCCs are collected at the time of subdivision or when a building permit is issued.
