Langley City, B.C. - Langley City is pleased to confirm that the Langley Animal Protection Society (LAPS) will be expanding its programs for animal control services and sheltering in the city. This enhanced service program has been operating on an interim basis since the start of 2026 and is now officially in place through a new servicing agreement between the City and LAPS.
Langley City Mayor, Nathan Pachal, is pleased about the service increase for the growing community and its animals.
“We're excited LAPS is expanding its services to provide better support for pets and families in our community,” said Mayor Pachal. “While the costs of the program are higher than in previous years, this reflects a meaningful increase in service levels. LAPS will now be increasing the number of Animal Control Officers per person by almost three times, with enhanced service that includes officers based within City boundaries, faster response times, greater community visibility, and improved coordination with Bylaw and the RCMP. We look forward to this new phase of our partnership and the benefits it will bring to residents.”

Dedicated Animal Control Officers and personalized service
Langley City will now be served by two full-time Animal Control Officers (ACOs) dedicated solely to the needs of City animals and residents. These specialized bylaw enforcement officers are highly trained in animal welfare, health and behaviour, and have been working in the community for many years. This represents a significant increase in service, with dedicated officers now providing nearly three times more in community coverage than previously available. Residents can expect quicker response times, enhanced safety and door to door service for stray dogs.
“Our ACOs will be based in the City to ensure operational flexibility, quick access and full coverage for residents,” says Jones. “They’ll deliver integrated programming, such as at pop-up parks, school engagement and general outreach around animal welfare and sheltering. A personalized and customizable experience will be created for reclaiming and adopting animals. And, of course, the community will continue to have access to LAPS’ donor-funded cat programs, food bank, veterinary subsidies and spay-neuter programs.”
How enhanced services for dogs will work
Dogs found in Langley City will continue to receive compassionate and high-quality care. LAPS’ staff will prioritize reuniting lost dogs with their owners, arranging appointments to return animal’s directly home.
When they can not be reunited immediately, LAPS will seek foster care, which is typically provided by a trained LAPS staff or volunteer members in pre-screened homes. If there is no foster home available, dogs will be placed in a pre-approved, FearFree community boarding facility that meets LAPS’ high standards for humane and enriched care. While in boarding, dogs will receive high standard housing, food, enrichment, exercise and required medical care. Every aspect of their care is overseen directly by LAPS’ Animal Services staff and leadership. Staff will monitor their wellbeing daily, arrange veterinary care as needed, conduct intake examinations and treatments, support behaviour and training, and transport the dogs back to their guardians when found. Guardians will incur no additional costs, as LAPS will pay the boarding facility directly.
Adoptions and rehoming will continue to be managed through LAPS, with appointments held at the location where the dog is being cared for.
