March 24, 2025

Award of Tender - Traffic Signal Upgrades 
Council passed the following motion:

  1. THAT City Council award “Tender T2024-032 – Traffic Signal Upgrades” to Crown Contracting Ltd. for the tendered amount of $689,700.00 (excluding taxes).
  2. THAT City Council retain W.K. Williams Engineering Consultants Ltd. to provide contract administration services at a cost of $5,300.00 (excluding taxes).
  3.  THAT City Council approve a contingency allowance of $68,970.00 for unforeseen issues.
  4.  THAT City Council authorize the Director of Engineering, Parks and Environment and the Corporate Officer to execute the contract documents for Tender T2024-032.

Crime Prevention Committee - Appointment of Chair & Co-Chair
Council passed the following motion:
THAT Councillor Paul Albrecht be appointed Chair of the Crime Prevention Committee; and
THAT Councillor Mike Solyom be appointed Co-Chair of the Crime Prevention Committee.

Motion - Surety Bond Program For Municipal Servicing Agreements 
Council passed the following motion:
WHEREAS affordable housing development has remained challenged due to a range of complexities; such as socio & economic factors, material pricing, supply limitations and local regulatory complexities.

AND WHEREAS the integrated nature of these complexities is contingent on effective collaboration between developers, the construction industry, all levels of government and the community to achieve housing affordability.

AND WHEREAS developers, contractors and builders are required to submit capital-intensive financial security for servicing agreements (infrastructure) pursuant to the City of Langley's Subdivision and Development Servicing Bylaw (Bylaw 2021, No. 3126);

AND WHEREAS a growing number of municipalities within British Columbia, Alberta and Ontario currently make provision for providing alternative security such as insurance backed surety bonds within their security agreements – providing greater financial liquidity for developers, ensures municipal financial stability, helps accelerate housing supply while creating greater opportunity and margin for housing affordability.

THEREFORE BE IT RESOLVED THAT Council consider, during the upcoming strategic planning session, having staff research and report back to Council on alternative forms of bonding for security in municipal servicing agreements as an objective in its rolling and ever evolving Strategic Plan.

April 14, 2025

Willowbrook Recycling Inc.
Council passed the following motion:
THAT the City provide a letter to Recycle BC in support of reinstating Willowbrook Recycling Inc.’s contract  to provide recycling services in partnership with Recycle BC.
THAT the Township of Langley and City of Surrey be copied on the City’s correspondence to Recycle BC.

Council approved the Accessibility Advisory Committee 2025 Work Plan.

Langley Seniors in Action – Loss of Affordable Rental Housing Letter
Council passed the following motion:

1.    THAT City Council receive the April 23, 2025 Report to Council titled “Langley Seniors in Action – Loss of Affordable Housing Letter from the Chief Administrative Officer for information.

2.   THAT City Council receive the April 17, 2025 Accessibility Advisory Committee Report titled “Langley Seniors in Action – Loss of Affordable Rental Housing Letter” for information.

Communications Budget Request
City Council allocated a budget of up to $47,000 from the Council Enterprise Fund for communications support to promote Langley City’s 70th anniversary and the Citizens’ Assembly.

May 5, 2025

Loss of Affordable Rental Housing
Council passed the following motion:
THAT Council consider honouring all the requests presented in the Langley Seniors in Action letter, excluding that Relocation Policy CO-84 be applied to all applications that are currently in the approval process, to include, but not be limited, to the Eastleigh Crescent and Michaud Crescent sites.

Socio-Cultural Economic Development Advisory Committee - 2025 Work Plan
Council approved the Socio-Cultural Economic Development Advisory Committee 2025 Annual Work Plan.

Environmental Sustainability Committee - 2025 Work Plan
Council approved the Environmental Sustainability Committee 2025 Annual Work Plan.

Development Permit Amendment Application DP 01-25
Council approved Development Permit Amendment Application DP 01-25, submitted by the owners of Strata Plan NWS1815, to permit a room originally constructed as an indoor amenity space to be converted into a dwelling unit within the apartment building located at 20454 53 Avenue.

Council Policy No. CO-88, Habitat Compensation Works on City Land
Council passed the following motion:
THAT “Council Policy No. CO-88 “Habitat Compensation Works on City Land” be approved, as amended, in the Policy Summary, by adding the phrase “strongly” as follows:
“Development in ESAs designated “Low to Moderately Low” is strongly discouraged but not prohibited.”

Bylaw 3314 - Housing Agreement Bylaw
Council adopted  Housing Agreement Bylaw, 2025, No. 3314 to secure twenty-one (21) replacement rental apartment units in connection with a proposed 171-unit apartment development at 20675 Eastleigh Crescent.

Bylaw 3253 - Zoning Bylaw Amendment No. 196 
Council adopted Zoning Bylaw 1996, No. 2100 Amendment No. 196, 2023, No. 325e to rezone the properties located at 20659-20679 Eastleigh Crescent from RM1 Multiple Residential Low Density to CD90 Comprehensive Development to accommodate an apartment development consisting of two 6-storey buildings totaling 171 units.

Approval of Development Permit No. 03-23
Council approved Development Permit No. 03-23 to accommodate an apartment development consisting of two 6-storey buildings totaling 171 units at 20659-20679 Eastleigh Crescent.

2024 Council Remuneration & Statement of Financial Information
Council passed the following motion:
THAT the Report on Council Remuneration and Expenses as required by Section 168 of the Community Charter be adopted.
THAT the Statement of Financial Information as required by the Financial Information Act be adopted.

Invitation to Mayor & Council of the City of Bellingham, Washington 
Council passed a motion directing the Mayor to write a letter on behalf of Council thanking the Council and Mayor of the City of Bellingham for their letter dated May 19, 2025, and invite the Council and Mayor of the City of Bellingham to a meal and tree planting ceremony in Langley City.

2026 Update – Langley City Rolling Five-Year Strategic Plan
Council received the June 27, 2025 Report to Council from the Chief Administrative Officer regarding the 2026 Update – Langley City Rolling Five-Year Strategic Plan for information.

Award of "Tender T2025-011 - Sanitary Sewer Replacement Works"
Council passed the following motion:
THAT “Tender T2025-011, 2025 Sanitary Sewer Replacement Works” be awarded to PW Trenchless Construction Inc. for the tendered amount of $2,976,980.00 (excluding GST);
THAT R.F. Binnie & Associates Ltd. be appointed to undertake the construction support services for $156,180.00 (excluding GST);
THAT a contingency allowance of $315,000 be approved, to be used only for unforeseen issues; and
THAT the Director of Engineering, Parks and Environment and the Corporate Officer be authorized to execute the contract document for “Tender T2025-011, 2025 Sanitary Sewer Replacements Works”.

July 21, 2025

Bylaw 3272 - Zoning Amendment Bylaw
Council adopted Zoning Bylaw 1996, No. 2100 Amendment No. 201, 2024, No. 3272 to rezone the properties located at 20256 - 20272 54A Avenue from RS1 Single Family Residential Zone and RM1 Multiple Residential Low Density Zone to CD94 Comprehensive Development Zone to accommodate a 6-storey, 114-unit apartment development.

Approval of Development Permit No. 12-23
Council approved Development Permit No. 12-23 to accommodate a 6-storey, 114-unit apartment development at 20256 - 20272 54A Avenue.

Award of “Tender T2025-007, 200th Street, 44th Avenue to 50th Avenue – Watermain Replacement”
Council passed the following motion:
THAT “Tender T2025-007, 200th Street. 44th Avenue to 50th Avenue – Watermain Replacement” be awarded to Hyland Excavating Ltd. for the tendered amount of $2,970,944.00 (excluding GST);
THAT ISL Engineering and Land Services Ltd. be appointed to undertake the construction administration for $105,800.00 (excluding GST);
THAT a contingency allowance of $315,000.00 be approved, to be used only for unforeseen issues; and
THAT the Director of Engineering, Parks and Environment and the Corporate Officer be authorized to execute the contract document for “Tender T2025-007, 200th Street 44th Avenue to 50th Avenue – Watermain Replacement”.

School District No. 35 – 2025 Eligible School Sites Proposal
Council passed the following motion:
THAT Council accept the School District No. 35 Eligible School Sites Proposal adopted by Langley Board of Education at its meeting on June 17, 2025.
